The tights represent Womanhood, the female form and sexuality. The crotch is off limits and the legs are tightly closed, with the back-and the forth stitches of the Men and the Women trying to both pry the legs open and keep them closed.
The lock is an added security measure to keep the Old men away and the Women's pact secure.
